I'm a new resident of River Place and no one seems to be able to tell me if I am in the city or not. I went to the city and they don't seem sure either. I know the sherrif patrols here all the time. The title says I am in the River Place district but that seems to be utility related. I want to extend my deck and I am trying to find out if it needs to be permitted. Help Please!

You're not in the city proper, you're in the ETJ. Pretty sure you'll still need a permit.

Go to Traviscad.org. Put in your address. It will list every single taxing entity you're responsible for paying. If it doesn't say City of Austin, you're not in the city limits. You are in the ETJ and have to follow their building codes.

Why would someone need a permit if they're NOT in the city?

Because that's the meaning of ETJ, the city still has some amount of territorial jurisdiction.

Basically because the area will (may) eventually be part of the city, the city can still exercise development standards (but not charge taxes).

I don't think River Place's annexation has gone through yet (although it has been annexed). We are in Steiner, and are not in COA but are in the ETJ and did not need a permit to replace our deck.

Check with your HOA to be sure; they can tell you.

There's nothing here that says someone would need a permit from the city for a deck that's not in the city:
