This isn't true for Texas. First of all, the "Top Eight" (which for UT in 2014 was Top Seven) has nothing to do with the number of out-of-state students enrolled. It gives automatic admission of 75% of the freshman class to in-state residents. The remaining 25% is composed of international, out-of-state, athletes (haha) and Texas students who did not make the Top Seven cutoff. All of those are evaluated via a holistic admissions evaluation process.

For the most recent year of easily found statistics (Summer/Fall 2013), 7252 total freshman enrolled and only 543 of those were out-of-state students. That same year, 2,435 out-of-state students applied and only 22% of those were admitted.

What I find most alarming about the OP's post is that based on her previous posts, her child is a toddler. Good schools are something almost everyone wants for their kid, but at that age there's no way to know if your child's gifts, interests or motivation level will make them Ivy League or top tier university material. Relax.
