Why Pflugerville property tax rate is so high? In those newer development east of 130, many are in the 2.9% range. Any chance property tax rate will go down significantly, say 0.4% in 5 to 10 years? Or those MUD tax, WCID tax will stay there forever?

It's high because you are in a newer area and you're probably in a MUD. MUDS are often established to deliver crucial utilities and other things that new subdivisions need and the city can't provide at the time.
Suburban tax rates (especially for the newer developments) aren't low and must be taken into consideration when buying a house. The older sections of Pflugerville however aren't as high tax-wise.

Our tax rate is fairly low (2.3 percent) because we are in an older section of Round Rock that did not require the establishment of a MUD. Feels so good to be on city utilities and not have to deal with the higher taxes, which we had to deal with when we lived in Pflugerville.
