Irrelevant question until you figure out how to legally (and constitutionally) deal with the panhandlers if it is made illegal.

Advocates (churches and non-profits) can solicit funds on behalf of the homeless, and protect their 1st amendment rights in the process.

The problem is that ALL street panhandling is aggressive. When you are at a light (unable to move), and some dude is staring into your car looking at your kids, that is NOT a question about 1st amendment rights.

The only argument that I could support is for panhandling to ONLY occur on private property with permission from those property owners. The rest of society shouldn't have it pushed on them against their will.

panhandling is a constitutional right. It has already been litigated and cities cannot legally ban panhandling.

When the behaviour becomes offensive to the point of menacing other people and encroaches on their freedoms, then it needs to be regulated.

So, you proposed arresting panhandlers and dropping them off at the nearest church or whatever? And telling the church to take care of them? And when the church doesn't (or can't) and they go back to panhandling, you are going to take them back to the nearest church? I don't quite understand how this would actually be managed.

Btw, looking at people is perfectly legal, whether you like it or not.

anyone has a legal right to stare into your car and look at your kids.

I personally have nothing against passive panhandling. It is the aggressive ones who continue to pursue you after you tell them no that I have an issue with.
