People were talking about the 610 loop. Katy is a great area. I work in Cinco Ranch, but it isn't really the place where you see heavily tattooed people. It seems to be very conservative. I just have 1 large ankle tattoo. I tend to wear long pants when I'm working with clients in Katy. I never covered it in Austin. Inside the 610 loop you find a whole different vibe and mix of people and your tattoos would be more acceptable.
I've lived in Houston for a little while. We're moving back in 3 weeks. Although the suburbs of Houston are great for housing, families and education, I would choose inside the loop any day over the burbs here. The problem is that housing is much more expensive and the schools aren't great, so we'd have to pay for private education on top of having a very small home or townhouse.
There are some great things about Houston, but almost every person I've encountered who lives here will saythings like,"WHY would you ever leave Austin? Don't you miss it? I love Austin! If I could live there, I would....etc"

That's just been my experience.

austin seems like a tattoo paradise to me. Office types who seem professional in long sleeves, see them later and they are covered like they belong to a dozen african tribes. crazy.

I suppose I would also get tattoos however I like to change fashion and they're permanent. sometimes I wear temporary tattoos. yeah I know, heresy for those who got real ones. Ohh, I got a fake one and it comes off and there's no pain involved, lol. :-D kinda funny.
