If you include alcohol abuse as drug addiction - most certainly!

There is certainly a problem in the NT.
As pointed out, if "drug abuse" includes alcohol, then yes.
That's strange, because I thought that the hot year long weather, coupled with lot of sun, would cut down on alcohol abuse. Almost everywhere else in the world alcohol consumption seems to rise with colder and cloudier average weather

The aboriginal communities in the NT have massive problems with alcohol and substance abuse. If you are planning to work there, you should probably familiarise yourself with those issues, including the Intervention in 2007 by the Federal government banning the sale of alcohol and pornography in large areas of the NT, because of the shockingly high levels of sexual and physical abuse of children in indigenous communities.
Very high number of all the social evils you can name. Not forgetting the highest murder rate in Australia. You would really need to check out areas like Katherine,Tennet's Creek and The Alice to get a handle on the issues as few would believe the intensity of the problems involved. So much hopelessness and aggravation in segments of the population.
The sweltering heat and boredom does nothing to aid the problem.

Statistically that would be a meaningless comparison due to population differences. There is probably a lot of reasonably safe parts of NT but also various "hotspots".
I did a lot of research a few years ago for 2 different trips that have been put on hold indefinitely and was given a variety of warnings about difference places, even as much as watching myself in Alice Springs. In some remote parts the gasoline sold is a special blend to reduce petrol sniffing numbers.
I think what would put most people off about Darwin is it's very isolated. I remember being in Adelaide and overhearing 2 families talking, one family being the relatives of the other. They were from Darwin visiting and were talking like Adelaide was the next town over when in reality it's days away.
One adjustment I found in Australia is the lack of population density and distances involved between some population centers. I've never even been in the back of beyond outback yet, but plenty of rural places I've been I've had the hollow feeling of being completely alone with no one around and dead quiet.
