It's probably necessary but it's a knee-jerk reaction and it'll be hard to enforce.

i dont think so, depending on how stiff the penalties are going to be. for instance a few points, and a fine are bull crap. however if they start suspending drivers for a few races, then we might see some quick results.

Not from what was said it won't. Pretty easy compared to say new football rules with instant judgment often.

From what was reported there will not be penalties rather a case by case basis. In other words if I jump out of the car I will be fined millions more than I would ever make being a start and park. If Dale Jr does it NASCAR will just shake their finger at him.

Not sure I ever remember Jr jumping out of his car, making an azz of himself, pointing his finger or throwing something at a competitor's car.. perhaps my memory is bad, but I don't think Jr. is the one this rule is aimed at...
