If your driving a federal owned car, and you run a stop sign, is it considered a felony?

It's only a felony if you are not a federal employee, but that's grand theft auto.

The traffic laws are the same regardless of who owns the vehicle.

Why would you think this to even be a possibility?

By definition, a felony generally involves a prison term of greater than 1 year. What gives you the impression that running a stop sign ever gets someone over a year in prison?

Running a stop sign in a vehicle titled/registered with the FEDS is deserving of a misdemeanor traffic citation--just like everyone else.

Maybe so, but the offense is that only of a infraction.
