Okay....I need to get this off my chest because it's annoying me to the point of pissing me off. What is with all these people driving around with brake lights out and never getting pulled over for it? Just a few minutes ago I nearly creamed into the back of an Odyssey who stopped short and had NO working brake lights. Not a single one worked. It's a damn good thing I was paying attention because had I hit him, it would have been 100% my fault which is the thing that steams my carrots all the more.
Now...I keep tabs on my car's bulbs to the point of OCD because I know if I left the house with so much as a license plate light out, I would be pulled over, cited and slapped with a $375 ticket, have my car searched, I'd be arrested and placed on the no-fly list as well as watched for homegrown terrorism. Yes...there's some exaggeration there but yet somehow these boneheads continue to drive around with no working brake lights, tags that expired two years ago, bald tires, misaligned headlights, smoke pouring from the exhaust and a broken windshield and never get stopped for it.

As to cops not issuing tickets for broken brake lights--I would imagine that varies by state and county, or even the town.
Get the local non emergency police phone number and put it into your cell. Don't hesitate to use it the next time that happens. It may help to embellish slightly, to the point of getting attention without actually making it an emergency. I've done it when I see someone driving like an idiot or racing. It's fun to vector in a LEO cruiser then watch a bust from a discreet distance.
If I'm following someone into a parking lot (as an example) and I see they have no brake lights, I usually tell them. Most people are shocked and grateful to get the heads up.
I make it a habit to check my lights every month. I've caught about 2 bulbs burned out since I started doing the check about a year ago. The best one was the headlight which is easy to see anytime I leave my garage...that bulb was $15! Oy!
I understand your frustration. However don't rule out that their brake lamp fuse may have just recently blown. Or maybe even more than likely, the switch on the brake pedal that actuates the brake lamps, became stuck in the open position.
What they should bring back is those fiber optic lamps they used to put on the fenders years ago that would work only if the lamp itself was working. They had them for turn signals and I think even brake lamps too.
