As I mentioned in an earlier post, I've never paid or asked to pay, a "bank fee" on any financed vehicle. I've never leased a car, so maybe that's where you'd usually find it?
In part, but I think it's also to make you think that you're stuck with those charges and there's no way to negotiate them down or out of the deal completely.

I also do this to get a better price on the car since the dealer is thinking he'd get additional profit (kickback, bird-dog fee, incentive, whatever) for arranging the loan with his bank.

We had been planning on using the same dealer that we purchased our 2010 vehicle from. They mentioned adding the $599 fee on and saying it was non-negotiable. I pulled out the 2010 contract from that same dealer. The $599 fee had been $499 then and called "client services" and it was preprinted on the contract at $499 plus another one -- $249 for "etch anti-theft". The "client services" fee was rewritten as $199 and the $299 "etch anti-theft" fee was scratched out entirely. So ,depending upon dealer, it IS possible to negotiate them down or eliminate them.

The dealer we just bought the 2014 from added their own little sticker to the car next to the mfr sticker and added $1999 for their package of crap. It was negotiated down to $400. I was going to have to add tint, at my own expense, after buying the car (which was included in the package of crap) so that brought the cost down to $200 for the additional crap...

Well, if its "non-negotiable", then I guess if it were me, I would go somewhere that was not insulting my intelligence. No need to give your money to scammers and liars.
