Back bumper is cracked being held together by epoxy and several patches of gorilla tape.

You think this will be safe to drive during the winter?

Appreciate the feedback.

Unless it's a truck, it's a bumper cover, not bumper.
Pull it off, roughen the cracked area, go to parts store and buy small piece of fiberglass cloth and some resin. Cut suitable fiberglass piece x 2, apply resin to roughened area, lay 1st layer of fiberglass, resin again, 2nd fiberglass, resin again. Old credit card or membership card works as a great spatula.
Let this harden. Reinstall. Take that ugly gorilla tape off. It will hold NOW.

I repaired three big cracks in my bumper this way. I used special bumper repair resin that stays a bit flexible. All autoparts stores carry it. I think it probably shines for patching the cracked exterior where you don't want bondo cracking if there's an impact. You don't get enough to do the inside of the bumper repair for a big crack.

Remember to degrease very thoroughly. Rubbing alcohol works fine if you have some laying around. You can use good packing tape to hold the bumper together exactly as you want before you glue. It's strong and comes off fine. Depending on how compromised the bumper is, clear packing tape also stands a good chance of holding the bumper together for months, even in winter, if you clean thoroughly before you apply it, in case you're not up for a real repair. Not that noticeable depending on location, salt, and how much of a POS your car is. Tested by me.
