I understand why people tailgate if they are in the left lane and there is a slow car in front of them, right or wrong this isn't about that.
What I want to know is what is the point of tailgating someone in the left lane, when there is a line of at least 4 cars in front of them? The car in front of you literally can't go any faster, what is this supposed to accomplish?
It happened to me tonight, line of cars in front of me going around 70, all of a sudden this big suv is like a foot from my tail and I know he can see the cars infront of me, and I had tried to speed up a bit to increase space but then the car in front of me started to understandably break. When there was an opening in the right lane, I took it and got over, ended up moving faster than the left lane, but in my mirror he's just tailgating the next car in line. What is the point of this?
It's just how some people drive. I had a ex who didn't know how fast to go if there wasn't a bumper 20 feet in front of her. Never used cruise control either. Didn't matter what lane it was or much of anything really. She'd do 90 mph 20 feet off the bumper of the car in front of her in the fast lane and then slow down when it got over. She'd do 52 mph 20 feet off the bumper of the hypermiler in the slow lane for a few miles before realizing she wanted to go faster.

The SUV driver had an imbalance in his brain that disabled the common sense cortex, most SUV drivers have some form of mental developmental disability, bi-polar, hyper aggression, trisomy, etc.
Obviously if he can get everybody in the left lane to move to the right lane he will then have a free and clear left lane ...
...which may or may not work, but usually these types of people are such bad drivers that when the lanes open up for real, they get left behind by better drivers who wish to get where they are going quickly...and safely.
Poor driving skills. I am becoming more and more convinced that only about 1 - 2 % of drivers are actually sufficiently skilled to drive.
