A "hypermiler" no doubt. https://en.wikipedia.org/wiki/Energy-efficient_driving Aerodynamic modifications on sides, mirrors, trunk all shout so. The modifications likely extend to the engine, fuel additives, driving techniques, more.

I saw this weird vehicle on a divided highway in town. Had to google it, was surprised it could go 50+ mph.

I passed him and from the side, it looked like bent plates riveted to the fender, scaling onto each other. Looked terrible. Car was dull primed.
It WAS a Miata before they killed it. Check how rear spoiler is sitting at an angle. Poor car.
