I'm glad I live in Florida, we don't even require fenders here. My one car has no fenders, and it doesn't kick up any "debris". Mud flap and fender laws are just a throwback to the days of dirt roads.

Have you ever been behind a gravel train pulling doubles, if they didn't have mud flaps you would have a cracked windshield and stone chips have you ever seen the debris they throw up from their rear tires. And for those who don't know what a gravel train is it's a dumb truck with 2 dump trailers, in Michigan quite popular.
In many states a PU truck is not classified as a truck, but a passenger vehicle. Unless the person registers it as a commercial vehicle. So the law for a truck will not necessary apply to a PU truck (unless it has dual wheels) used to pull a RV or transport kids to a soccer game.
And I have had a few chips in my windshield due to small cars throwing up a rock or two.
Mud flaps went the way of JC Whitney. They would always fall off.
