I guess that depends on what kind of truck we are talking about here but for starters they easily get ripped off especially if you doing any offroading with it. I owned coal delivery business and that job included backing up lot and frequently over obstructions like curb stones. You needed to be very careful of the mud flap, in this case my mud flaps were from an old belt line and if it got caught it was going to start bending the the angle iron it was attached to. There is regulation for how high off the ground they can be and mine were right to the limit.

Maybe because it was a 90s fad for pick-up trucks? All vehicles kick stuff up.

The same reason you don't have mud flaps/stone guards your your car. Because the law doesn't make you.

If mud flap manufacturers spread around enough money to your state legislators like red light camera companies do, you might have mud flaps as required equipment.

Mudflaps are required equipment in many states. Commercial vehicle or NOT!

10 yr old edict, but more recent rules probably exist.
