Depends upon what you mean by "effort".
I've seen local Enterprise places call around to get an SUV or whatever particular class of reserved vehicle because customer wanted what he (or she) wanted.
Have also seen same when someone had a reservation for say a minivan, SUV or whatever and that is what is needed for a specific reason. So it really comes down to the counter staff at times.
OTOH inventory sometimes is what it is; especially around peak travel times (major holidays, summer weekends, etc...). If you roll into a rental place at 4PM on Thanksgiving or Christmas eve you very well may (and should expect) to take what you can get and be happy. Ditto for a Friday late afternoon through Saturday in many urban areas during summer months as places struggle to accommodate the "beach/country house" weekend crowd.
Another issue you may have is if the location in question is independent/franchise or part of a larger network. Again have seen National go out of their way to get someone the reserved class vehicle even if it means them going out to an local airport. Sometimes an agreement can be made that said customer will drive whatever they got out to another location and swap for what they wanted (and reserved).
