Wonder why one can do it and another wont? Like I said I have tons of time and not ina hurry and I want a great deal. And I cannot wait for when I finally give in and get the car and the sales guy to says we made nothing on this deal. I surely will walk out and not buy

A lot of reasons. One dealer might decide that making $500 on the car is worth it, the other might decide that they need $1000 Gross margin to make it worthwhile. Where they sit for the month might influence that.

This way I won't get one that may have been in a flood, smoked in, abused, or had past damage or a crummy maintenance history It will be mine no one else has owned
Also, the new price with rebates ect... is a few hundred over a used one with the one I am looking at

I think you'd be a good fit for an autobroker. Or otherwise your Credit Union's buying service or maybe Sam's Clubs.
Here's the thing. There probably are decent, straightforward dealers that are good to work with in your area. They are not the dealers that will offer you the lowest price. They make a business model of being decent and easy to work with. I can buy a fishing rod from the local fly-fishing store, or Wal-Mart. One is cheaper. One can tell me the difference between a Tuna and a Trout.
