Show up at the dealership with a verifiable cashiers check in their name for the amount you want to pay. They will find it hard to turn you away.

Go on Monday, December 30th. Better yet if the weather is bad. They will not sell many cars that day and will be hungry, and much more likely to go for your offer. If they don't, walk away and move on to another dealer.

This American Life had a great podcast on car dealerships maybe 5 years ago. It's worth a listen and is basically a documentary about car sales.

I see used cars sitting on dealer lots for the better part of year and they never drop the price. There's no "best time." The end of the year deals may look attractive but you are paying for the one year depreciation and you don't even know it.
