In San Jose turn signals are pretty much optional. I use them purely to avoid unnecessary tickets. If they don't use them, they'll usually at least ride the edge of the lane so you can see their next move coming, which as far as I'm concerned is equivalent to signaling.

I'm more concerned with people who cut in line, whether they signal or not. If I've just sat for 10 minutes at the timing lights or to get through the intersection, I'm NOT going to let you in, I don't care how much you honk. Make a U-turn and get in line with everyone else.

You know who infuriates me more than people who don't use their turn signals?

Those who use your turn signal as their cue to punch the accelerator and close the gap you're trying to move into.

Around here, using your turn signal may create a more dangerous situation than not using it. If I'm turning, I use it. If there's a substantial gap in the lane I'm trying to move into, I use it. If it's a small gap, I don't turn it on until I'm already 1/3rd of the way into the lane. Otherwise half the time I end up basically having to dare the person to hit me if I want to move over a lane.

Not to appear stoic, but I really try not to care what others do. Live and let die. I don't use my signals either, unless someone is directly affected by my turn. Usually, I keep my lane changing seemingly random. Helps my fellow drivers maintain alertness! Besides, my signals have a subliminal message that says, "Pass This Side Now". The one thing I can't forgive is... I hate when people brake, change lanes, and then signal. Here's your sign!

Yes it ticks me off when people dont use their signals, especially when I could have already gone by the time it takes their slow butts to turn.

When I put on my blinker, I was allowed to move over only about 10% of the time, and my car has Texas license plates. I imagine if I had CA plates, that figure would probably be around 1%.
