I have a neighbor who does this.
I thought about just reporting the car to the cops, then I thought... When I was a kid, I had a pretty loud RX7; but I sold it because it WAS too loud and annoyed the neighbors.
Today, I asked him to stop revving as he does up and down the street we live on (he likes to let the car coast a bit, then then slam the gas pedal - then coast some more.)
Well at least you talked to him. It's just a inconsiderate kid who thinks he's cool by doing that. I doubt the cops can do anything. Can you speak to his parents if it keeps happening?

We have never had that problem here, but if we did, someone would call the cops and they would come and sit to wait for him. They really don't have much else to do anyway. They actually arrest door-to-door solicitors that have no city license.

It's good that you talked to him, but if he's not a danger to anyone I say give him a break. When I was a kid I'd drive up and down my street going 60-70mph (residential 25mph zone). One time a guy jumped in the middle of the street and held out his hand. I slammed on my brakes and he started screaming at me. I chuckled at him and drove off (5 houses down and into my driveway). I wish I could go back in time and strangle 17 year old me.
Most municipalities have noise ordinances, if the exhaust is loud enough he may be breaking the law and can be cited for it. There are also noise pollution laws that go into effect after a certain hour, like 9-10pm. I once had a condo and there was an apartment complex right next to it. One of the renters would get home like at 2am, and race his truck with no exhaust up and down the street at that hour. Always woke everyone up. Called the cops on him several times, he finally got caught and when he did, they threw the book at him since there were multiple complaints against this guy. It also didn't help him that he was caught driving intoxicated, had outstanding warrants, etc. Ended up going to jail for over 6 months, none of us ever saw him again.

No, he is a young adult living with what appears to be his GF/Wife. I'm actually surprised; I've heard him pass twice tonight since I spoke to him. I still hear the car over my TV, but at least he isn't revving anymore.
I have a 70 year old neighbor that does this. When the police talk to him he just gives a sob story about how he's a disabled Vietnam vet who's hard of hearing. He's played this game for a while.
