Yes. You are correct. The 2010 census reported a continued decline although less than expected. But the latest estimate from the census reported a slight rise.

Baltimore needs a more educated population base because a lot of people in this city are just plain stupid. Baltimore needs more yuppies and people with drive and ambition. Far too many people in this city do nothing but sit around all day not giving a &$#!. I see same people every day down Lexington Market just posted up doing nothing. If Baltimore can market itself to the DC area and build up its transit network I see a good future.

That's less than half of the equation (and it applies to nearly every corner of the country).

btw... Where B'more might get them from is quite immaterial.
If anything, DC is the LAST place to look for transplants.

Another fun with numbers assignment:
Look into the history of IRS long form 1040 filings.
Compare that number of filings vs the population number of various cities.

Actually D.C. is the only place that is commutable from Baltimore not to mention there are already DC transplants here, myself included. In order to get a sizable transplant base from other cities Baltimore needs to add a lot more jobs to do so. And no it does not reach every corner if the USA, because DC and NYC is an example of urban gentrification at its finest. And the other problem is pushing the ghetto out of the city and/or really help this ppl who live in places like Westport, Pigtown, Cherry Hill, Waverly, Park Heights, Dukeland, etc. They need opportunities besides hustling, being bail bondmen, and stripping down on the block.

Also the city needs a lot more cops and better leadership, however this could be difficult because
I don't see the ppl electing anyone radical enough like Rudy Giuliani or Michael Bloomberg to enact real change.

I agree wholeheartedly with this. I'm a DC transplant and I know a lot of DC people who are intrigued by Baltimore since the DC area has gotten stupid expensive. And if Baltimore wants these 10,000 families so bad, Baltimore should market itself as an alternate area to live for folks who work in DC. Especially given its proximity. Not to mention, DC has one of the strongest (if not the strongest) job market in the country and Baltimore could really capitalize on that. Seriously, VA is building new homes like crazy in the boondocks like Fauquier County, Leesburg, Winchester, etc. and people commute 2+ hours from there to DC. Baltimore should go full force and market itself as a more urban option for people who can't afford DC, but still want the city vibe. It would be a great way to add tax dollars to the city.

Because I-95 and the parkway are underutilized now?
