I called there about a month ago to see if they were shutting down. The lady said there is no plans of them shutting down, and they are in contract till at least 2017. They are, in fact, increasing their Section 8 program.

A) It's not public housing.
B) Word is the Court of Appeals agreed to hear their appeal.

and it looks like we've finally got an outcome:

City to raze troubled Reservoir Hill apartment complex - baltimoresun.com

Kaplan remains the owner, but I guess that was always going to be the case, as this was privately-owned all along....I just hope a good development is put there. I'd love to see MICA involved, but have no idea if that's in the cards or not.

Does anyone have any light they could shed on this one sentence, though:

Tricap Management tried to fight the action in court but recently dropped the case before a decision was issued by the state's high court, the Court of Appeals.
There's a lot to read in between the lines here -- it begs the question, why did Kaplan drop her suit? Even if she finally realized she would likely lose, what's in it for her to drop it...does she save money by doing this, or did the city offer some sweetener if she did drop it (and why would the city do that)...? I just didn't see this happening -- I assumed it was going to down to the bitter end.
