If it needs to be affordable and have a decent school I'd look in Hampden. Canton and Fed Hill are nicer areas and have better schools but Hampden isn't a bad alternative.

Roland park
Homeland
Mt Washington
Guilford
The Orchards
Bellona-Gittings
Ten Hills

All of the above, and I would like to add a few. Any of the neighborhoods adjacent to either side of Charles Street, from University Parkway north to the county line, including Pinehurst, Cedarcroft, Lake-Roland, and Elkridge Estates. Any of the communities adjacent to University Parkway from St Paul Street north to Lake Avenue, including West Lake Avenue, Keswick, Wyndhurst, and Evergreen. Bordering Mt. Washington you can also consider Cheswolde, Cross Country, and ColdSpring Newtown. If you are a lifelong East Baltimorean and don't want to leave that area of the city, the communities of Mayfield and Beverly Hills (Mayor Owe Malley's old haunt) always were some of the best in the city. In their heyday they were equal to Homeland, but I can not give you an assessment of how they are today; maybe others can chime in on that. On the west side, across Edmonson Avenue from Ten Hills is the community of Hunting Ridge, a beautiful community that is every bit as prestigious as Ten Hills and should not be overlooked.

The houses and condos in those neighborhoods are just as nice or nicer than you will find in the best areas of other major east coast cities. The difference is that here in Baltimore you will get a lot more property for your money.

I have copied above the rundown that I gave of the best areas of Baltimore City in post #8 of the thread: "Best area of the city?". The surrounding counties have even more "nice areas". Good luck, and don't judge people by the color of their skin.
