I know exactly what you said. The city is running out of options, the state needs to step in.

Baltimore is doing fine given its circumstances. Inner city poverty will never be erased. Baltimore is only about a decade behind DC in terms of reform. It's just coming at a slow pace, give the city some time it's not going to change in a year. Baltimore is pretty big. If the city were smaller maybe reform could be done at a faster pace. Also remember that Baltimore is unique in that it's independent from the surrounding counties, giving it really no regional support. This makes It harder for Baltimore to get things done.

You might be right. I tried living there for 10 years and I got kicked in th a.. It's going to take strong leadership and a lot of sacrifice and a miracle to erase that huge FY 16 deficit, $700 million

Very true.. strong leadership and tough fiscal decisions that may not always be popular...Maybe Im just a conspiracy theorists.. but West Baltimore.. Atleast the section south of the highway to nowhere.. west of MLK, east of Fulton Street and north of I-95 seems very salvagable... You have the UM Medical Campus, areas like Union Square, Franklin Square, Hollins Market, Camden Crossing, Pigtown, B&O Museum... The Mt Clare Shopping Center, Carroll Park and the access to downtown/stadiums and I-95. Not to mention the Poe museum and the HL Menckens house. The housing stock in that area is the most interesting in the westside and what cant be saved can be torn down and rebuilt to respect the past.

This portion of westside is the blood brother in terms of location and access (without the water) to SE Baltimore and Canton. West Baltimore Street is a commercial district much like Eastern Ave in Highlandtown and the parks (Carroll and Union Square) serve much the same role as Patterson Park. A good team of economic development professionals should be able to present the City with a plan of action to move the area forward.. UNLESS.. the City doesnt want to do anything financially or politically in the area.. In fact, the City has actually worked against development by either neglecting or further pushing the area over the edge by dumping "medical offices" into Mt. Clare and some of the surrounding areas. Carroll Park is PACKED on the weekends with diverse groups either partying or playing flag football and the Shing Ding or whatever its called is coming back there this Fall... Montgomery Wards should be the headquarters for some company that could become a corporate partner and steward for Carroll Park.. MTA should do an RFP to move their bus barn from down on Washington BLVD if the price is right....AND you have a golf course.... Cant beat the location.....Camden Yards MARC Station and West Baltimore MARC are close by.. Halethorpe is within striking distance as well.......

If there was ever an area to offer the proverbial "Tax Break" or "Tax Incentive" it would be this area.. as opposed to Harbor East. An incentive needs to be something that is not offered anywhere else.. If the area has good bones.. developers will find a way to make it work.. but if you are giving them gravy on top of their rice by going into the favored quarters.. then there is no need to figure out something for these other areas.....

One big factory plant moves to the West side and buys up blocks of houses for its employees. Lets bring back the old days!?

Disgree! Baltimore is NOT doing fine given any circumstances. The city has been a lot better throughout its history. Coming at a slow pace, whatever is coming, should have been here already. Baltimore's political elites are clueless, have no concept of time or dynamics in running a city like this. If Baltimore had economic and intellectual resources its surrounding counties have, progress would have not taken so long.

The state of Maryland is full of hillbilly politics! Do you want them coming in dictating what's needed in Baltimore.
