Can anyone tell me about this neighborhood? We are looking to relocate there with a young family and I can't get a feel for the neighborhood - wondering if it's older folks, young families, ??

Born and raised in B'more and have never heard of this location.

Closest google points to is a Chatterleigh Circle
(off Cowpens betw Cromwell Bridge and Providence Rds)

If that's it, I still can't speak specifically (haven't lived out that way in 30 years)...
but with elementary age kids I'd look to be close to Pot Spring Elem.

A lot of the areas around the reservoir are really nice. I'm around the corner in Parkville.

i grew up in baltimore but haven't lived there for 11 years. in the 60s and 70s chatterleigh was a nice suburban neighborhood near the beltway and near the towson area ammenties. it was composed of mainly two story homes and split levels. it is close to shopping and restaurants.
the area around it has been built up quite a bit and some of the newer neighborhoods are more expensive and considered to be more "exclusive". it backs up into part of hampton which has always been considered affluent. chatterleigh is very near loch raven high, which, i believe, still has a rather good reputation. i don't know anything about the elementary or middle schools.
as i stated, i remember it from years ago when it was a relatively new area , but so much has been built in that area i don't know what the neighborhood is like now.
