Well considering that Boulder has had tough anti-smoking bans in effect for well over a decade, i'm guessing that it isn't exactly encouraged! But, no matter where you are, people are still gonna smoke. I guess as long as they are outside, not bothering anyone, it's not a big deal.

I would hope that people who smoked would be strongly encouraged to quit anywhere, not just Boulder.

Well I think it is pretty strong throughout most of the country now, but im simply saying that Boulder had strong anti-smoking bans LONG before many other parts of the country did. I could be wrong, but when I was in Boulder back in the mid 90's, i don't think smoking was allowed in any restaurants.

Having never smoked I don't have firsthand experience. When I visit Boulder I see lots of people smoking, especially younger kids (high school age).

Having lived in both CA and Boulder in the 90's I can tell you both were the first players in the nation to ban smoking in all restaurants. I would also add, excluding CA, that in contrast to major east coast, midwest and southern cities, yes, Boulder has an extremely healthy mindset and those who smoke are few and far between and, to be frank, to use your words, sometimes looked down upon -- right, wrong or indifferent.

Default Smoking in Boulder

Are smokers looked down upon in Boulder? I certainly hope so.
Smoking causes lung cancer, and people in Boulder are pretty
health consous. Over 50,000 from Boulder and the surrounding
areas run in the Bolder Boulder 10K every year. None of them smoke.
So kick the habit. And live.

I beg to differ. People come from all over the country - and the world - to run the Bolder Boulder. I sincerely doubt that "none of them smoke".
