BVSD already has an elementary and middle school with dual immersion format. University Hill Elementary (
University Hill Elementary School ) and Casey Middle (
Casey Middle School ) offer that.
I can't speak about hostility to the charter schools, as there seem to be quite a few of them thriving in the district.

I realize there are very few immersion programs, and all of them in English and Spanish. We're looking for ways for Boulder district to open up to other full language immersion (not just in Spanish, and not just dual immersion).

We would love for our kids to attend a school that offers full immersion in French.
I know a lot of people are also interested in having their kids learn Mandarin.
(Russian is also offered in several schools as it seems to be a great skill to have in the world of tech)

Pioneer Elementary in Lafayette is also dual immersion English/Spanish.
