The problems is a heavily unionized, liberal, non business friendly atmosphere that stifles private industry. For example Dressler Rand is closing their plant in Cheektowaga:
New York State Assemblymember Monica Wallace, New York Senator Tim Kennedy, and Cheektowaga Supervisor Diane Benczkowski issued the following joint statement on the announcement Tuesday:
"Just as the Western New York community stood with these workers three years ago when they went on strike for better health care, we will stand by their side today and moving forward.”
They got better health care and now no jobs. The problem is that there are so many other issues like high taxes, fees and many regulations that are the tipping point for jobs to relocate to other states that are more welcoming to business.

The Wellsville plant is closing too. I have read the jobs are going to the Carolinas. Today Amazon cancelled 25,000 jobs on LI. NYS sure knows how to kill growth and lose high paying jobs to other states.
