I was wondering, does Burlington actually have any "rough" areas of the city? It doesn't seem like crime is really that serious there, but most cities have good and bad parts of towns, to some degree. I've watched the news from WPTZ online and some of the news actually surprised me in terms of crime in Vermont, but I'm thinking that is the exception to the rule. Are there really gangs in VT? There was a special on how gnags from NYC come to do their dirt there and in some small and rural towns too.

The "roughest" part of Burlington is what is called the Old North End. It's not really all that rough though, compared to rough neighborhoods in other cities. Can't answer your gang question as I hadnt seen that story and have never really heard that. Most crime that happens here is domestic or drug related-just like anywhere.
Burlington is a college/university town so there is always something going on. There are a couple good clubs that offer live music. The Flynn Theater has concerts, plays, etc. What do you define as "culture"? You can check out Seven Days to get an idea as to what kind of things go on around B'Town:

As far as ethnic neighborhoods, there really are not any. Winooski and the Old North End are the most diverse areas in Greater Burlington.

Are Winooski and the Old North End more working class, middle class or a mix of people economically? Have they always been "diverse" ethnically? What about South Burlington and St. Albans?

They're a mix of people economically. Mostly working/middle class. South Burlington is mostly middle/upper class. St. Albans has a good mix of all three -working/middle/upper.

Gangs arent too fond of places like Montana, Vermont, etc. because they will probably be shot dead if they try to break into your house and rape you or mug you, etc. cause they are used to New Orleans, low areas in NYC, etc. where people have no guns or protection for that matter.

You also have to consider the fact that Burlington may qualify as a 'city', but it's very small. You can walk from one end to the other in a matter of minutes for the most part. Downtown consists of a very few blocks. We like it like that.
