Im guessing California was the largest recipient of those who left AZ.

ER's all over the U.S. have to take people even with no Insurance. It's not a CA thing.

This was the objecrive. Arizona knew 1070 wouldn't hold, they were just pushing off their problem onto the biggest target available, California and our sanctuary cities.
