The easy way to have avoided Prop 13 would have been to simply index the Home Owner Exemption for inflation... one exemption per home owner and be done with it.

Unfortunately, the powers that be refused and were too sure of themselves to think the voters of California would come together in enough numbers to pass Prop 13... but, then I have never thought our politicians were smart from the get go.

I believe its 50 cents on the dollar. Thats a good deal but paper food stamps dont exist anymore. I guess they could sell their EBT card but if anymore reports their card being lost or stolen more then a few times they may be investigated by the county.
