My CPA filed my California tax return electronically on February 28 (2014). My refund was deposited electronically into my checking account on March 6. That's six calendar days! Excellent speed, in my opinion.

I am not claiming this small example proves anything one way or the other about California government in general; it's just that I was most favorably impressed by the efficiency thus demonstrated.

Same happened with me, I received my (small) state refund in about a week. The federal was deposited about 4 days after the state refund. All state governments should function so efficiently! (I can dream, can't I?)

That isn't the issue I was raising in the OP. If you want to get a refund, increase your withholding. Many people don't like refunds because it means they gave the govt. an interest-free loan. But all that is a separate issue for a separate thread (and there have been threads on that).
