Why Vermont?? Isn't that a very wealthy state? How do they survive winter?

California was #6 in it's homeless rate.
This could very well be true. The thing about it is I suspect it's really tough to get an accurate count of the homeless in the first place.

So it seems the common denominator for low rates of homelessness is lower cost housing.

No. Vermont is ranks only a bit above the middle in terms of income and the general cost of living there is above average as well.

yep - Reno has a large homeless population but it would be much larger if not for an abundance of crappy motels with rooms that rent for $100-$150 a week.

Provo, UT used to have one of those type motels about 15 years ago. A room would go for about $17 a night.

Every few months you hear about them shutting down one of the weekly motels in Reno for health/safety violations and it's sad because almost every time among the occupants is an elderly couple who has lived there for years and have cats or dogs and end up with no where to live and no place to keep their pets. Reno has a huge number of crappy motels along 4th St, they were popular when everyone went to get a divorce in Reno and had to set up residence there for 6 weeks, but that ended many years ago and now they are just nasty weeklies, but they do serve a purpose and are cheap enough to keep a good number of people off the streets

I this is because San Diego still has canyons. I think the most may be around freeways. Get on most elevated freeways around San Diego and there will be homeless people who have set up home under the platform.

They booted everybody out of the Jungle in San Jose, and now every overpass is a concrete Jungle.
