Actually most of the credit (or blame, depending on how you want to look at it) for "fixing" the states cash flow 'crisis' belongs to the CHP, if you get my drift.
I drive to and from the Central Valley and Orange County regularly. That of course entails traversing The Grapevine section of I-5, a heavily travelled though virtually unpopulated stretch of road. And for awhile there, it was not at all unusual to spot a dozen or more cruisers in each direction along that 40 mile stretch of highway. Even the LASD 'lends a hand' from time to time on the part south of the Kern County line. Must be treacherous indeed if it required that much 'safety'.
