So far just one question, when someone needs to make left turn on road below can he cross double lines legally or it will be fail on DMV test?

According to drivers handbook you cannot cross solid lines however in real world i see everyone just goes straight trough it when need left turn, not just trucks and buses but passenger cars too especially when there is red light and like cars in front of you, is this illegal?

Go with what the book says. People do things they aren't supposed to do all the time.

Do you mean crossing the double yellow to turn into a driveway or business before the intersection?

On your picture, it would not be legal for you to enter the left turn pocket until you cleared the solid double yellow lines. However, if you encountered striping like this, you should contact the city engineer (or CalTrans if a state highway) as this is a very unsafe situation and does not comply with the guidelines they have. While you are at it, tell them they have their signals upside down, red lights belong on top.

Yes, you can cross one set of double yellow lines to make a left turn. Not two sets of yellow lines though, (none of your examples have two sets of double yellows, I am just mentioning it for completeness)

Nice i found that on page 40 drivers handbook, however it saying to enter or exit driveway, private road or make u turn.
Will gas station be considered driveway? How about turning int an alley across double yellow lanes is that legal?

1. In residentail area sometimes there are speed limit 15 mph + humps/bumps how far does this speed limit work until end of the block?

2. Whats the meaning of that arrow sign?

Keep in mind that the DMV handbook is just a guide and, as such, is not comprehensive. The California Vehicle Code is the comprehensive source.

The 15MPH signs that sometimes accompany speed humps are advisory speed limits and are not generally subject to speed limit infractions. The speed limit on the whole block doesn't change, if not marked (with a white with black letters sign) then it is probably 25MPH in a residential zone). The funny thing with those speed humps is they are smoother going over at 35MPH than they are at 25MPH so they can be counter-productive to those that know that.

As far as that downward pointing arrow sign, they are used to in conjunction with another sign, such as pointing out a bicycle lane sign. It seems the other sign is missing. Sometimes it is used to point to traffic direction after coming from a bend in the road or something similar (if it were pointed upright). That does not appear to be the case here. I think with the sharrows (combined sharing + arrows indicating bikes share the road) on the road it appears a bike lane sign is missing.
