Is this true?

Mean monthly sunshine hours and percent possible sunshine are nearly identical for the two cities. Perhaps this doesnt take fog into account, but still seems to go against the gloomy rainy san fran description..

What gives?

SD can be overcast with a marine layer in the mornings and evenings like SF with its fog. SF isn't really gloomy at all, it's just cooler and windier than SD. I'm not really surprised they are that similar overall. Also days are a little shorter in SD in summer, not sure if that makes much of a difference though.

SF is not "gloomy and rainy", that is seattle. SF is not warm either. Lots of wind and cool temps is what it is known for.

San Diego, while very sunny, does have a good many days of overcast days due to the low marine layer clouds. Sav858 is right. Locals call it May gray, June gloom.

Marine layer typically only affects about a mile or two inland then it can get hot fast in the summer.

Is it just the city proper that is windy/cool or the bay area generally?

The City mainly and some of other nearby areas. Most of the Bay Area is more sheltered from the wind and fog than SF and generally warmer. The part of the Bay Area I live in is REALLY sunny overall and hot during summer, similar to inland San Diego.

Can't say I'm really surprised to be honest. I've found San Francisco to be quite sunny overall and not particularly rainy. As others mentioned the coast of SoCal gets plenty of fog in spring/summer that I think surprises a lot of folks. People expect fog in San Francisco, but they don't expect it in San Diego.

It's also worth noting that SD's airport (where climate data is taken) is closer to the ocean than SF's downtown (where climate data is taken as well). If you compared an equal distance from the ocean, SF might end up with less sun than SD. Directly on the coast at the beach, I think SD is sunnier and feels A LOT warmer overall.
