The coastal metro areas are probably okay. This law will likely further damage the economy in the Central Valley however.

Yes true.
Personally I can't see why someone would open in CA right now, if they were considering a business like a restaraunt.
Obviously this won't affect certain types of businesses where people already make $15+ , but for food service it's a big deal.
Actually it will affect those paying $15 hr now...because many people working for $15 have considerably more skills and experience and often degrees versus those making $10 now.
If $15 will be the new $10...then employers paying $15 now will likely have to pay $20hr or more otherwise a lot of their employees will probably seek out those $15 hr jobs.
I see a lot of jobs now that are paying like $12hr in L.A. but requiring quite a few skills , decent computer skills, and experience..

There is only so much more people are going to be willing to pay for a Burger in L.A versus Houston or Austin.
This is going to hurt middle class people (any that are left..) that make more than $15hr..but won't be able to afford to go out to eat at these higher prices too.
Sure a lot of the Pro $15 crowd will say "Who cares they can go to the market and make their own food"
Yes they can...but that will seriously alter the restaurant industry , which is a huge employer and segment of the economy
