The 210 east at Sunland they removed so much of the mountain there to make it passable they used the dirt to fill in all the low spots clear to the 5.
The 14 north it's a 5 mile constant uphill from Canyon Country.
I haven't been over the grapevine in years so don't remember.
101 east near Thousand Oaks I think is the steepest.
The Ridge Route opened up what was 2 californias. The didn't have the dirt removing equipment we have now, there were so many curves the speed limit was 15 MPH.

As a side note was there something wrong with City Data website yesterday evening? I couldn't use it at all.

I think you can coast down the Grapevine for MILES. I shift my motorcycle into neutral and just GLIDE.

somewhere near the west entrance to Yosemite is Old Priest Road (CA 120). Although wikipedia says it's only 17% grade, that was a total mind-bender, thought I was gonna die, going 15mph around the turns.

IMO, The Grapevine is the steepest. Mighty windy too. We used to go to Magic Mountain.
I couldn't get on city-data last night either...

I would also nominate Angeles Crest Highway (hwy 2) in La Canada North of Foothill Blvd.

The Cuesta Grade, a little stretch of 101 in SLO County is #1.

The Conejo Grade, part of the section of 101 between Thousand Oaks and Camarillo, is #2.

Interstate 8 near the Imperial County line between Ocotillo and In Koh Pah Park Road.
There are four "summits" on the road in succession. Headed west the first climb up is listed as 9 miles at 10% and the last run down is 13 miles listed as 9% in the Mountain Directory. In between the summits it is up and down between 4% and 8%.

I'll have to check that out the next time I'm in the general area.

I've driven the straight (as opposed to the winding Lombard St) up and down Marin Street in Berkeley a number of times, which some think is a wild ride, and that is 'only' 25%.

Just a few facts. Old Priest grade is not a freeway (as the OP asked) nor is it HWY 120. It’s a county road built in the mid 19th century. Is it near the entrance to Yosemite? No, unless you consider 29 miles of a mountain road as “near”.

But yes, it is one heck of a road! Not too bad going up, but keep your vehicle in first gear going down and under 25mph. If I’m not in a hurry I’ll take New Priest grade (Hwy 120} going downhill on my way back from Groveland or Yosemite at the cost of 8 minutes
