Also on top of the federal income tax, it also looks at state and local income taxes paid by a family before determining how much that family has for food, clothing, shelter and utilities

Having lived in many areas of the US ... it always amazed me how some who are 'classified' as living in poverty actually don't have to, but make a life style choice. I can speak to that at an urban level, but it's true to say in rural areas.

As a side note... unrelated, when I was traveling through central America (guessing Panama) the homes within the cities looked horrible, worse then most slums. I went inside and it was like another world, clean, well appointed, modern, etc. I was told it has to do with taxes and how the country/city accesses/evaluates property. Apparently they never go inside. Looks can be deceiving.

...but I digress
