To get cool September temps, you need to be at elevation like in South Lake Tahoe, Grass Valley, Nevada City.

Chico is still in the high 80's in September. That is not "cool" temps. Highs don't get into the 70s until mid October.
Beautiful historic architecture? A very few old buildings, but any rural CA town has a few old buildings.
