Places in California that meet my criteria?

Chico matches the first three, but like everyone else mentioned it's 90 minutes from SMF. Granted, it's an easy 90 minutes since you're coming from the north but still.

That could all change if we restore air service to Chico Regional Airport, which they're trying to do. It's a slow process though but they just hit another mile stone in making it happen.
