Halifax vs Victoria

From what I have read BC seems to become Canada's California.

If your wife still has friends and family in Moscow, I wonder which city is better when trying to keep in touch by phone or messenger. I mean, in terms of time zones, there must be 5 hours between both cities if I am not mistaken
And maybe flights to and from Moscow also vary in price and frequency.

There is a four-hour time difference between Victoria and Halifax to be exact.
