Oh back in the 50s, 60s, 70s, 80s, America's Hat was used to protect and warn us from any possible strike from the Soviet Union. The Union could've launched ICBMs and Nuclear Aircrafts which would have to get past Canada before getting to the US. (except Alaska, but they wouldn't have nuked Alaska since it was a Russian territory before). The Pinetree Line, Mid Canada Line and DEW Line were setup for that purpose so we could have a chance to shoot down incoming missiles and the radioactive debris would have fallen over Canada, like acid rain on a hat.
Nowadays with the Soviet Union gone, and since we have the Strategic Defense Initiative and Missile Defense as an umbrella, the hat's just fashion statement
