You'll have to be more specific, as both are very large and cost of living can vary wildly between regions of both provinces. Saskatchewan's living expenses have gone through the roof in recent years. Before I left, which was about 5 years ago, a house could be had in either major city for maybe $40,000. That's probably quintupled since then. On the other hand, rural areas away from oil and gas development still retain that low cost.
