Why, were you expecting otherwise? No country can legally deny entry to its own citizens, no matter what they're convicted of.

And in all seriousness, he's a rich celebrity. He can and probably will get away with all of this. Slap on the wrist worst case scenario.

If we imagine the reverse situation, Canadian law mandates that any permanent resident (equivalent to green card holder in the US) convicted of a crime with a sentence exceeding 6 months in prison must be deported.

And this rich celebrity not only makes big bucks in the U.S., he spends big buck here and gives employment to Americans as a result of his tours, etc.

While his music is gaaaaaaaaack as far as I'm concerned, his conduct is no worse - maybe not even as bad - as many homegrown drunk and druggie celebrities.

And this is America, in the end everything is about money.
