Well you knocked put the 2 largest cities.. Toronto snd Montreal.
Not many other "cities"
So Calgary
Vancouver could also fit but not sure of your definition of cold..
Id personally just say learn French and live in MoNTREAL.. I Lived in Toronto. If i were to do it all over, it would be Montreal or Vancouver for me. But then again im not fluent but can understand french..
