All provinces can dictate language policy to some degree. NB decided to be officially bilingual.
Saskatchewan is being taken to court at the moment in a long-standing saga over its insistence that it is English only and the old NW Territories legislation that says it should be bilingual.

Not really related to Quebec directly. The areas you are talking about are not generally anglophone areas where francophone influence is being pushed. They were generally originally francophone areas where it was suppressed and now they are trying to bring it back.

First Nations groups also exert some influence over language policy in some parts of Canada. Nunavut is moving in this direction for example.

In his bid to become leader of Quebecs separatist party he claims to have relinquished control of these media assets but a man with that much power and money has a lot of strings he can pull.

I knew from looking at Wikipedia that he was president of a media empire. I just mentioned the TV station as part of it.
