Couple of anglo friends have done their basic training in Valcartier, when i went to see their graduation ceremony English was spoken in abundance .= Canadian Forces Base Valcartier | Canadian Army
The day I was there the personal spoke to us in English. The western base I worked for had many francophone over the decade I was there, as long as their English was passable they could transfer. I assume the same for the bases in Quebec.
Francophones are undoubtedly the majority but the surrounding villages (Shannon and St-Gabriel-de-Valcartier) are the only places in the Quebec City area with a substantial (native) English-speaking population, due in part to the military base.

I read that both of those communities were settled by Irish immigrants.
