Well, maybe if there's decent funding for other transit projects that aren't HSR in the other regions. Fast, reliable but not quite full HSR trains coast to coast with sleeper car options can work pretty well in connecting much of the country. Regional transit options that are more like regional or commuter rail options could probably also use some funding. So can a a HSR corridor for Edmont-Calgary and an HSR corridor for Vancouver to the US Pacific Northwest.
