I'd like to see the dimwits in my neighborhood who go through dozens of loaves of bread a year to feed the frickin' pigeons and house sparrows locked up. Then again...some of them could also be in the cat-friendly households that look out for the strays and ferals around here.
I'm ashamed to say that the same thing could happen in my town. Officials passed ordinances a few years back that basically criminalizes the 'care & feeding' of any more than 4 cats (feral or otherwise). Our local Humane Society (organized volunteers, but no shelter building yet) argued against it but didn't carry enough weight. The powers that be seem to think that if they prohibit feeding of feral cats, the 'problem' will somehow go away. It won't, and all they're doing condemning the cats to a miserable and shortened life. Their mindset is slow extermination, versus positive steps like TNR to control the feral population.
